ZOS has said that they are going to give out 2.5 cp for each vet rank on your highest level character when VR is removed (this is in addition to anything they will give you so that you can continue to wear the same gear). Explains a lot why the forums often seem to be very opposed to some of the changes the devs make. They make changes based on metrics we will never see.
Likely is, reason being is that CP became super easy to earn with Catchup. People playing make a few a day pretty easy (I got my alt account 90 in about 4-5 hours played time right after my first vr and after a 5 day enlightenment of letting it sit)1 -

You don't get it. A CP cap increase is NOW a gear increase to. They need new mats, weapon sets, etc. Increasing CP cap is the same as adding more Vet ranks. Want VR20, how about CP 200?1 -
