15 Skill and Attribute points question with DB update

I have quick question: how will new characters created (pre and post update) that are below v1 receive the 15 skill and attribute points (that all v16s have now) after this update with accounts that are automatically CP160?

- Will I have to grind 15 CP levels (ie: 501 to 516) or like I would have to now to hit v16 (850k xp per skill/attribute point)?
- Will they automatically be unlocked at level 50 if I leave a character at v1 pre update?
- Are they even going to give you 15 skill and attribute points post update or remove 15 skill points and attribute points from all accounts with this conversion?

I hope we can get some clarification on this as I have not yet found anything on this.

You’ll keep all your hard-earned attribute and skill points you received from gaining Veteran Ranks, and new players will instead earn them while leveling up to level 50.
You will receive 2 points every level that ends in a 5

You will receive 3 points every level that ends in a 10

You will continue to get 1 point for levels 2-49

New characters will earn them through 1-50, but at the time of the change they will give you any skill/attribute points you "should" have earned with the new system.

Yeah it was in the 2.4.0 PTS patch notes.
