Is this a bug? Or has he not been implemented yet? I have the perk for him.

✭✭✭✭Same here, unlocked the passive several days ago, cannot get anything from him.
I also found an NPC in the Davon's Watch Outlaw Refuge with the same function, couldn't get anything from that NPC either.
