Crafting Bags - Broken, or intended - Non shared between chars

For me, on the PTS, the crafting bags are not shared between characters! Is this intended? Or just a bug for the PTS?

I think it may have actually been deleted, instead of just not being shared. I relogged onto the other char, and his stuff has gone too.
Let me gather some more and Ill see if it is shared
I created a 2nd template so thatll be why.
