Can't you copy all characters to PTS?
I don't want to start from the beginning.

The game crashed after 2 minutes, so i couldn't even leave the coldharbour. I just want to explore my favourite part of tamriel - gold coast

Unfortunately, no. This is tied to the fact that character names are bound to megaserver - not the game as a whole.

You are given character templates on the PTS. No need to start from scratch, mate. Create a new character and select your desired template in the dropdown menu in the top left of your screen.

As @pretzl says due to names being megaserver specific it would lead to collisions.

Honestly though I'm not sure why we can't have "_EU" or "_NA" appended, I am sure the devs know of CONCAT.

I sometimes fear what these devs do and do not know... It shouldn't be that hard, but clearly something is holding them back
