Is my account bugged? Lag + crashes that makes no sense.

I play on PC/ EU and so does my friend.
I get near a proximity detonation and I lag, get 10 fps when others near me use it and 3 fps if I use it.
My friend actively uses this skill in combat with no problems.
I can't do pvp at 4am without lag.
My friend does pvp at prime time lagless.
Furthermore the boss close to AD base in Imperial City Sewers, Hzu Hakan lags my account and I often crash there, while my friend can play without lag. I have noticed that there are specific spots where I lag a lot, and often crash - where my friend does not.
We both have magicka templars with the same gear and build.
We consume the same potions and buff food. We have the same mundus stone.
I tested this on his computer with the same addons and graphical settings.
Is my account just bugged into Oblivion? I have had account bound bugs before, such as the root door in vetearn Elden Hollow, right before the second last boss.

✭It's not just you. Many people (including myself) are having the same or very similar problems. After almost 2 months of self-diagnosing and troubleshooting, I'm finally working with support to get it fixed. Given their response and my own insight, I strongly suspect the issue is client-side. In a recent email from support, there was mention of the game consultant report I sent to them, which indicates to them that there is "an issue with the way my computer talks to their server."
This description alone could be a number of things, but I've been able to eliminate a number of them myself before receiving this response, including an upgrade in internet speed, replacing my cpu, repairing the client, updating drivers, defragmenting my disk, replacing my modem, trying both hardline and wireless connections, and testing my connectivity and performance across a variety of other medium, including other games and video streaming outlets. All issues I have are exclusive to ESO.
As of yet, I don't have a solution. I played this game for 2 years without having any problems. A friend of mine couldn't even login for a week straight. Another friend has done everything I have done, plus a full reinstall, after which the problem actually got worse. The whole thing started around the time TG went live.
If by some miracle I manage to find something that works for me, I'll share it here. Sorry that I don't have more to offer by way of a solution, but at least you know you're not alone.0 -

My problem is I play on the same:
computer
addons
graphical settings
internet connection
Because I play on my friend's computer. He does not lag when he plays, I lag when I play.
It just does not make any sense at all >.<0
