You don't need a major patch to release a small patch. They just don't have the backend system to bring it down quickly and bring it back up quickly.
Pure laziness and puts perspective into how long they're willing to let things stay broken.
It's not enough and they shouldn't be continuing with this current model. Anything not related to the DLC should be done through incremental patches. They are making bug fixing and finding extremely difficult with these massive updates every DLC.

They got deadlines to meetI think a month is quite a lot of time, given the enthusiasm of PTS users for uncovering bugs/exploits/broken content. I just hope ZOS has enough manpower to deal with this feedback.

Technically, they are. Goes on PTS Apr 25, launches May 31. 35+ days to test, report, patch. And hopefully, the base patch with DB fixes a lot of the issue that TG brought along.
