I think that the launch of DB will be during E3 and already out on PC and about a week or so away for console. That way they can talk about "hey we just launch this" and then *crossesfingers* all the juicy stuff to come.

Let's speculate and say we get a date Saturday of the first week of May which would likely be around May 4th. A May 4th PTS would mean a 6th of July live release for PC and about a 20th/21st live release for Consoles.
However, what I am really expecting is that we get a reply of "Tune in to the next ESO Live on 29/04 for more details about the next DLC!" and then on that ESO Live they say "You can play DB on the PTS this coming Tuesday!" which still means a first week of June release for PC and a third week of June release for consoles.
As for E3 I doubt they'd talk too much about Dark Brotherhood there. If I were them I'd want to focus on the far future of ESO and use that opportunity to showcase Q3 and Q4, as they did last year with showing us Orsinium and Thieves' Guild (along with a hint to Dark Brotherhood). They could come out and say that the Q3 DLC is <x>, Q4 DLC is <y> and hint towards Q1 2017 DLC instead.
So the TL;DR of my guess is the first week of May, likely around May 3rd for a June 6th PC release.
@Paulington I have a real good feeling Zos will be at E3 this year. My dates were the same as yours, but as @crazmadsci mentioned it may make sense to say "Live tomorrow!" at the Bethesda press conference rather than "live last week!". Bethesda is doing their pre-E3 showcase again so they are for sure there, and I really think Zos will be there too as last year console launch had just happened so they were a tad busy.
We also plan to be at E3, gamescom, PAX Prime, and more later this year. Keep an eye out for details!

I think it makes sense for them to come to E3 and say "Having just released our fourth DLC pack 'Dark Brotherhood' last Monday to a great reception from our players, we are happy to give you a sneak preview of what is coming over the next three quarters.".

Well disregard me!. The issue I see is that once we know the PTS date we also know the release date by inductive reasoning, so it won't really be a surprise to anyone that follows ESO and those that don't follow ESO aren't really that interested by a "Available TOMORROW!" hype line.
Of course I could be wrong, and I guess I just want it my way because it means a quicker release! I want those natch potes..
