I was going to mention your last point. ESO does not have the activity, nor the players nor the active raids for that to work. Well, there's a reason why games like WoW have a weekly raid lockdown (I consider the loot cooldown a softer version of this) - it's basicly to keep the gear "arms race" in check. Otherwise, players would just farm the raid a couple of weeks and then be done with it forever. It doesn't matter how many players that group encompasses, it's simply bad design.
Also, it makes that one run that much more meaningful - though the whole RNG loot system needs to be fixed and more good gear/raids needs to be created to work with this system.

Other than Worm/Hircine/Ebon all the gear is BOP too. It's not like we're going to flood guild traders with gold/purple Moondancer jewellery that only a select few can obtain. We're going to vendor most of it for 68 gold. At least that is better than giving us white and green loot.
Sigh, I guess we gotta get good at hard mode and farm that.
Maybe the horrible RNG on Endgame Gear like Scathing Mage, Monster Sets or vMSA Weapons and the Cooldown on Loot is Zenimaxs Way to get rid of the complaining Raiders that allways want a new challenging Raid once a Year, so they can invest more Time into the 9. new Skin for a Horse and nice repeatable Quests in good looking but permanently crashing Zones.
