Enchanters could be the ones to upgrade jewelry if that one thing ever happened.
Personally I don't like buying from players. I never like the "pricing" on useful things. I can't farm them because I dont have any DLC and never tried a vetern dungeon yet, too afraid of what someone expects out of you even though you've never done something before yourself. Anyway I just end up using whatever jewelry I happen to dig from under a rock while questing.

I agree on the quality upgrading.
But it should always result in the level (and enchantment) of the lower item.
Otherwise we would be able to bump some of the older jewelry pieces to v16, while the weapons and armor stay lower level.
No. Jewelry is the exclusive items. Crafting jewelry`s craft sets will allow to combine all the 5 effects and is strongly upset the balance +2 monster sets.
