Throw a heal ball every 5 seconds, that means you can not control the timing.
That heal is probably heal random teammate, not the one with least hp.
Besides that DK has no other heal skill, obsidian shield might be helpful for teammate though.

What is your personal meaning of the phrase "burst healing"?
DK can give small shields to group with Fragmented Shield (or what was its new name?) and upkeep 100% major mending while doing it. Cautarize, while I agree the heal every 1 sec is clumsy, can be recasted for insta heal and does target player with least hp. I think one of the ash cloud morphs was also quite strong aoe hot and DK can throw engulf if tank is a warden. Undaunted and Resto staff provides altar, orbs, springs, rapid regen and combat prayer. 2. Make it a toggle so that it's an always active passive healing skill. If that might be too much increase the time between shooting to 8sec or so

4. Give the direct heal an additional HoT

Given its cost and its 9k+ tool tip under practical buffs. It is basically a cheap 9k burst heal on command, its travel speed just needs to be increased. The passive duration interval healing is essentially non emergency triage so you can continue regular healing.
