For Veterans developing skill lines, I vote for Rkindaleft, the Dwemer public dungeon on the east side of Wrothgar. Nice and dense with xp-juicy mob groups that spawn reasonably fast. Interesting architecture, what with the levels and high paths and all.

I know the best spot for v4-v14. It's actually a well known grind area, that i think people have forgotten about in all the old orsinium/rkindaleft guff.1 -

Get in a group big enough to wham the mob groups in 3 sec or so, learn all the jump-down shortcuts, coordinate multi-mob-group exterminations to speed things up, and run/streak when you aren't killing mobs.
