Because, like everything else going wrong with this game, ZOS hasnt come up with a way to market it for crowns yet. Nothing gets fixed unless it directly results in revenue.

But instead of reducing the animation by some small %, you can clip the whole animation by using animation cancelling. Waiting on the full animation to finish, even with the (working) trait would most definitely end up being a DPS loss in any scenario.
So yes, they need to rework this.
Animation cancelling was a bug at first, and ZOS decided it was going to be too difficult to 'fix' so they just made it an 'intended feature'.
Like I keep saying, they need to completely change the weighted trait, it doesnt work with this system. Having weighted reduce ability stamina/magicka costs would be a good solution.
