Yeah this is true. Unfortunately the restrictions on the assistants are not clear. If you like, you can put in a support ticket and try to get a refund. ZOS have refunded other players who bought the assistants without realising their restrictions. See, for example, this post.

Poke them, give examples of previous refunds, state that the Merchant, by virtue of having the title "Merchant", should offer the same services as every other "Merchant" and that using the same title for something with reduced functionality is misleading. The crown store description is deliberately misleading, which is absolutely unforgivable. I'd already checked the assistants out on the PTS so I knew the limitations, but they are not mentioned in the description in store.
When asking for a refund, do so politely and even a little humour. The person on the other end is still a human and will respond more favourably to a polite request than a rant. Honey gets you a better response than vinegar; if you can make them smile, they're more likely to deal with the problem. This has worked for me every time I've submitted a ticket (including a refund).

If not people could "rent" items from the cash shop. I think thats why they say one time only. I do believe if you have a legit issue in the future they wont blow you off saying you had your one trouble ticket.
