You can't waste it. It has unlimited uses for this week. It is in your momentos for all of your characters, you don't need to do the quest more than once.

Just a quick thought on the new anniversary event.....
So there is this traveling Chef that you meet to get your CAKE to celebrate the 2 year anniversary (let's not talk about no celebration for 1 year). I get a voucher from the Crown Store (of all places), not a letter thanking me for playing the game or any creative background story. Then I activate the voucher and head off to the npc.
When I get to him he is on the docks.... a little odd (seeing he is a chef that needs a kitchen), but I play along. He asks me to get ingredients to make the cake.... so off I go and I am back in a flash! After handing him the ingredients he begins to make the cake...... wait.... he makes the cake on the docks? With NO oven, fire or anything remotely needed to actually bake a cake?!?! OH come on ZOS... that was just lazy!
Well, at least it gives the xp buff. I guess that was worth logging in for, well maybe if I actually play the game more than an hour before logging off to play another MMO.

That's part of the scam. He has a deal with the local grocers to trick adventurers into buying the ingredients when his own stash is right next to him. He's counting on your fear of being caught and fined/killed to prevent you from stealing them.

He cheats by using a magical bowl of cake creation (he even says so in dialogue). It is most certainly odd, and I suspect daedric tampering with reality. Either that or he's an archmage who likes baking cake, or he inherited some ancient relic.
Always the easy way out explaining away everything with magic. Whatever happened to good ol' hard work and sweat lol

Oh, I believe in magic. It is just a shame that most game developers use it way too often to remedy the laziness of actually producing good content and story. All in all this was thrown together in a hurry to put into the game for a last minute honor of 2 years... heck they even forgot to do anything at all for the 1 year.
