Some NPC's in the game use the word 'b*****d' which in my native language is a curse word.

All you can do is report them. The only people who can truly tell you if Zos handles such reports is those that have been been forced to change their name, etc since Zos would not discuss how they handle such things with others.

I never create and offensive name, and yet I find it extremely absurd how blown out of proportion people make it nowadays if something "offends" them. Are there things that offend me? Probably. If you see any names or behavior that goes against the Terms of Service, screenshot it and report the player. You can use a service like imgur to include the screenshot with your report. There is a function under the help menu to report players and they do investigate these.

So.. The Blacksmither in Windhelm had a thing for me, I mean, I'd go to sell some stuff to her and she would always ask me if "she would see [me] later in the Silver Nord, eh!?" This went on for at least 10 times and every time I'd simply just walk off without answering and obviously never showed up there.

This was highly offensive & disrespectful to me and it bordered on harassment tbh because firstly, I didn't drink and secondly, I obviously wasn't interested. So one day I just decided not to go back, avoid her completely and now I use Riften as my go-to place so I never have to experience such disgusting behaviour.

Some NPCs' speeches in the game are far more offensive to player than anything else I ever read in zone chat.

So, in relation to these "bad" names:
If the curse isn't "self targeted", in other words it's sounds like "curse you/him/them" or has relation to someone else "curse #username", then it should be reported IMO.
If it's some "cyka blyat" (meaning of which ranges from "dammit" to "damn/f****** b***") which isn't directed towards anyone it's alright for a PEGI18 game IMO.

Obvious Enlglish, extremely bold swearing words in names/chat should be prohibited, but it's hard to draw a line between "mild and extreme swearing". I see people use "FFS" al the time, but it's "OK" to do so?

Having an option to rename certain players (like you can do with your contact list in Skype) can be a good solution though and can be implemented with an UI addon I guess.

But as I said, 1st person directed "curse", mild swearing or non-extreme "questionable phrase" in other language than English should be OK for a PEGI18 game.

I saw a guy once whose name was the name of a rather famous (infamous?) serial killer. I thought, "wow, I bet he regrets that choice". And then I thought, "naah, he probably doesn't". I decided it best not to ever interact with him, in any case. If I had to see him every time I turned around, I might consider reporting it (I probably should have, in retrospect, just out of respect for the families of the victims), but I have not seen him since.

Anyway, all you can do is what you feel is right. The world would be very different if no one ever spoke up about anything ever, I suppose.

It's perfectly fine to report offensive character names that are violating terms of service/ code of conduct rules. In most cases I've heard the worst that happens is the offender is forced to change the character name. I usually don't bother reporting offensive names unless they are spewing hateful things in chat or otherwise harassing people as well - filing reports on people is usually more annoying than just ignoring them and moving on. But if you don't feel you can just ignore it and move on, reporting it and letting ZOS decide if the name is acceptable or not under their rules is a reasonable response.

The only thing that offends me is racism, and that being said, I have reported one person for a racially offensive name. Other than that, I normally laugh it off. The best one I saw in this game was "Dixie Wrecked".

I literally LOLed. I hope no one reported that player, I thought it was extremely clever and funny.

That being said, I will probably get punished just for posting it.
