You're going to have to provide a race and class for people to help. Races each have varying benefits, which will push toward either stamina or magicka. And classes have varying 'best practices' methodology depending on whether you are stamina-based or magicka based.

Yes, you can play any way you want - however it is better to explore a path that the race and/or class favor.

Example: The redguard race has entirely stamina-based racial benefits. Obviously, a redguard sorceror will find more success following a methodology for melee-based combat with magic as a booster to their sword/dagger/etc skills rather than attempting to run entirely on magicka while all those stamina benefits sit idle.

Everyone has a different approach, this is the end game build I have used with success, I wouldn't worry to much about your build until you get to VR16.

You'll need 5 piece Julianos (crafted), infused trait on chest and pants, divines on everything else excluding head and shoulders.

Willpower set for jewelry with gold spell damage enchants on all three pieces. Found in Imperial Sewers.

Head and Shoulders (Found in Dungeons)- preferably Molag Kena, if you dont have that; Nierienths set will work just fine, if you dont have that; one Molag Kena shoulder and Torugs Pact helmet. You want these in different armor classes ie; Medium and Heavy.

Torugs Pact (crafted) destro staff fire with shock damage enchant on bar one and x2 Torugs Pact Swords on bar two, all weapons either nirnhoned or precise.

Bar 1 Destro
Force Pulse or Force Shock (both are good I prefer the latter)
Inner Light (extra crit + magicka)
Crystal Frags (only use when procs)
Conjured Ward (could use Impulse or Proxy Det here if you trust your healer)
Daedric Armor (extra magicka)
Ultimate: Ice Comet or Shooting Star (for extra magicka dont use the actual ultimate)

Bar 2 Dual Wield
Velocious Curse (good skill underrated)
Liquid Lightning (alot of DPS with this skill should always be up)
Boundless Storm (alot of DPS as well)
Flex Spot (I use Endless Fury but Power Surge, Weakness to Elements and Proxy Det are also good)
Daedric Armor (extra magicka)
Ultimate: Energy Overload (use this always)

Overload Bar
Liquid Lightning (have it up while overloading if you can)
Power Surge (keep it up while overloading)
Conjured Ward
Flex Spot (I use Inner Light for extra crit + empower while overloading but Dark Deal is good or Restoring Twilight will work)
Daedric Armor (extra magicka)

Trash Mobs - Cast Ward, Boundless Storm, Liquid Lightning, Velocious Curse; switch to destro bar and sit on top of the mobs weaving Force Shock with medium attacks and firing off Crystal Frags when it procs. Once Liquid Lightning goes down refresh it and cast VC again. Rinse and Repeat. Dont forget to refresh your ward as well.

Single Target - Cast Ward, Liquid Lightning and Velocious Curse switch to destro bar weaving Force Shock with medium attacks and firing off Crystal Frags when it procs. This is when your going to want to overload - use trash mobs to build up ultimate and bosses to unload. Tamriel Foundry has alot of great stuff on builds.
