Because what is happening is...the cake is giving 100% of the base exp and with eso Plus you should have an addition base exp %, so the two would produce an amount greater than 100%.
I've not seen, read and interacted with anyone in game who are received these correctly so I have to assume that if you are, a recent server wide change has taken place....OR you actually aren't receiving both.

The internal test build absolutely should be the same as what is pushed live. Once the internal build is properly vetted, you package it and it goes live. Adding additional changes after the testing process defeats the purpose of having internal QA to begin with. If this becomes a regular practice at your studio, then it's indicitive of a systemic problem in your development pipeline.
The outcry over this specific bug is due to the fact that ZOS publicly stated that the cake would stack wth their XP boosts. It does not stack, period.

It's quite obvious that the "discussions" about what is or isn't working, and what was or wasn't intended weren't happening with the dev team, but with the PR department and their lawyers. It's the ONLY explanation for 8+ hours is absolute silence on this issue.
It's not about fixing a "bug" at this point. It's about corporate CYA.
