I would like to know if it is worthwhile to go ahead and use one of the CS XP scrolls I've purchased now rather than waiting and losing out on that XP later.

Lol you beat me to the forum post. I was in Rkindaleft and I saw that I killed the dwarven construct and received on 1656 without a scroll on (using ESO Plus) so when I used a scroll noticed that the EXP remained the same (1656) when in-fact in a public dungeon it should be 250% since the extra 100% exp for public should stack plus the scroll or drink.

Information: Public dungeons give 100% EXP which the cake does not stack with, I've used the ambrosia potions and they do not stack with the cake either + I have ESO plus active. Tested my Grind spot before and after taking the cake and XP scroll and notice no stacking after using said scroll.
Also cake buff is removed on character death.

✭✭✭✭✭While it isn't stacking with other XP bonuses (seems capped at 100% of base XP), people need to make sure they "use" the cake momento every two hours or after dying, or the bonus doesn't apply at all. Just check your character screen and see if it is listed on the bonuses.
