Perhaps it is part of the celebration? The cake stacking XP is a lie! Plus would it really be an ESO anniversary celebration without paying homage to the long battle with bugs?

i spent money on xp scrolls cause i trusted zose for their word
but it turns out another thing isn't working as intended - or they are trying to even figure out if its suppose to be working as intended or not because they have no clue even after the fact they said it would stack with ALL OTHER xp buffs
they played me good for my money
cant blame businesses
they could care less as long as they are getting paid

Vilestride✭✭✭✭✭there are 2 ways the term 'stack' could be interpreted, it could either.
A: work in succession to you current XP bonuses, I.E if base XP is say 200 per kill, then plus 50% from a scroll/embrosia you would get 300 XP per kill then with your cake bonus you could be looking at 100% more of this NEW value, being 600XP per kill. Like how nirnhoned USED to caculate
OR
B: It could just stack base value percentages and say 200XP/p BASE, then +50%(100) + 100%(200) resulting in 500XP/p
BUT it is doing neither of these, you currently can't exceed +100% of BASE value, it just does not acknowledge your scroll (and maybe not even rings of mara, I Can't say I have tested with these.
So bottom line, they failed. for now, dont waste your XP scrolls or embrosia until they fix it, WHICH if they were smart they would fix ASAP because they are loosing money on the scroll people would be buying if it worked right, I am lucky enough to have been on my last one when I did my testing and will now NOT be buying more until it is fixed seeing as I get the bonus the same from just a free cake. People have spent real money/crowns on XP scrolls, or ingame gold on XP potions on the basis they "stacked"

There are a few ZOS replies in this thread (http://forums.elderscrollsonline.com/en-GB/discussion/257780/xp-boost-yay-wait-crown-store-unavailable/p1). But I guess that's because there's an issue with the Crown Store mentioned in the header.0 -
