Can Crowns be refunded from DLC?

I bought the DLC for ESO using crowns, but I now want to get ESO Plus. I'm wondering whether there is a way to get my crowns I used on DLC since I get access to DLC with plus membership.

I had several refunds in the first several months of ESO, with their hourly response times to tickets and personal messages (which were all in RP style).
But ....
now they don't give a ***.
Still got several tickets that were never replied to.
R.I.P customer service.
