I can't stand that zone. Yesterday I was running around for the sky shards and it seemed like every 20 meters there was a puddle 2 feet wide that was /just/ deep enough to cause a dismount. 50 franking crocs and wamasu lining the edges of the swamp but 'edge' is a subjective definition in a land where the cobble pathway disappears under the standing mosquito-infested water. Made simple movement feel like I was grinding travel distance.I like Shadowfen.

Toy isn't broken at all.
Zenimax Media is the parent company of both Bethesda Game Studios (who make the single player TES games) and Zenimax Online Studios (ESO). Both branches are in Maryland, but not the same town. They have entirely different offices and teams.

I think if they are working on it, it's probably still in the early stages of development.
ZOS and Bethesda may be different development studios, but they're under the same parent company and have close ties. I doubt Zenimax Media would want one of its studios developing a game that would compete directly with another one of its studios. So as long as ESO is still releasing new content, I wouldn't expect to see TES VI.
If Bethesda is moving in VI at all, I don't think we'll see it before 2019 (or maybe even later, depending on how long ESO plays out).
Still, you never know.

both companies are involved with development, bethesda published ESO.
Zenimax media owns ZoS,
