Nope. Pause it and start it again, because it seems to have gotten stuck on a super low speed. On PC if you pause the download in the launcher and then start again you don't lose any progress - I'd assume it's the same on console.

You don't say what speed, but I'll assume 10's of Mb/s; online games use 10-100's of Kb/s; that leaves loads of spare bandwidth for your ESO download. Streaming would have the biggest hit, so if anyone in your house is watching Netflix or Hulu or Youtube or Twitch or...then tell them to stop. What can also happen is say someone does stream while your downloading, you can get stuck on the lower download throttle and never get kicked back up. Which is why you pause and restart. Note the lower throttle is used as the server knows to wait a little longer for acknowledgements of the packets.
On line gaming traffic is lots of small packets that don't add up to all that much data, maybe a few Kbits per minute to maybe a Mb per minute, as compared to streaming which can be upwards of a 5 to 10 Mb per second. So, streaming is like 100 times more load than playing games.
