Judging by ONLY what I read in the article, it seems like this is a free "double xp week". I imagine that they are giving the voucher out via Crown Store instead of any other means because then people will open the Crown Store, and might buy something.
Either way, I might be able to get rid of my piled-up enlightenment, so yay.
It might also be the easiest way to get an item out to everyone. Sell it in the crown store for 0 crowns, use the existing spam pop-ups to let everyone know it's there.
I'm not sure if it's ever been tried in ESO but I know in GW2 the devs have tried to mail everyone in game about things before and it often leads to people not getting it, or getting it every time the log in. At least once it actually crashed some of the servers.

Yes, I remember that issue on GW2. They could, however, just have done without the voucher by giving us the quest right from the start, through a dialogue with Chef Donolon. That's why I think it is a strategy to make people look at the Crown Store. It is a strategy that I don't mind the slightest, by the way. It is pretty common irl too.

This is a cake that gives 100% more exp and also can used with a exp potion or scroll which can then give you 150% extra exp

I have no idea if it did then people are going to be doing a lot of random dungeons. Well a daily at vet level but doing normal random dungeon gives like 100k exp but basically if that was true then it might give up to like 450% extra exp with a exp scroll activated as well with it, so I think you could get over half a vet level just by doing the dailys.
I think they are doing this in order to prepare people for the removal of the vet ranks, they might also be removing the costumes we receive so they want to make sure that we get them before the switch over.
I don't know at all why they are doing this. All I know its going to be leveling up frenzy when the event comes live.
