From what it says do the quest receive the item as a trophy/memto
Activating it might give the exp bonus which means they won't make you pay money in order to use it.

Judging by ONLY what I read in the article, it seems like this is a free "double xp week". I imagine that they are giving the voucher out via Crown Store instead of any other means because then people will open the Crown Store, and might buy something.

Liliel, Dunmer pyromancer: Aerindel said I shouldn't do the thing. Something about "resources".
Gyda Snowcaller, Nord cryomancer: I will find a way to do it that won't waste resources and make Aerindel proud of me.
Beatrice Leoriane, Breton vampire: I persuaded someone else into doing the thing. You are welcome, dear.
