People buy the DLC so they can experience the entire Imperial City+two new dungeons. Sure, the only useful item you might have gained from the DLC for your build could be a Molag Kena Helm, but you didn't buy IC for this.

I'm the guy who ran vWGT 100+ times and recieved only two Helms. One Heavy, one Medium, both Infused. Many will never loot what they want, and ZOS has provided a way to finally skip the atrocious RNG through heavy pay. Would be fantastic if they made IC monster sets purchaseable as I'll never have Lord Warden's Helm with my horrible luck. Being selfish is your thing I guess...

Your content is not being devalued by two pieces of DLC loot (notably without Best in Slot traits) you care about, placed behind horrible RNG, being made available to everyone who can afford the high prices (tagging along with every other Monster Set because that is the whole point of the vendor). People who did not purchase Imperial City will never gain access to any of the areas, quests, PvP, rewards and loot which it entitles owners to. Zero effect on you besides that it makes tons of people happy and maybe you feel less special now...? Remember you can purchase them too as well.... no devaluing whatsoever.

We don't know, ZOS hasn't shared their schedule. So far they have alternated helms and shoulders each week, but none have matched. Since we only have 3 weeks of data, it's safe to assume nothing at this point, but I expect it'll be a shoulder again next week.

As long as you do not get for free what I had to pay for then call it what you want. I payed the sub when it was mandatory and I buy all DLC as it comes out. Why should people be rewarded for not supporting the game financially or keeping up with content three years in especially when said content is still very relevant. I had to earn all twelve of my Kena helms and all the other gear with talent and commitment to gameplay after buying the DLC so all I hear is crying about freebees because people are cheap.
