God of Schemes quest - where do I get it from or do I have to finish Coldharbour stuff?

I completed the council of ... quest. Looking for the next main quest mission but it took me to coldharbour and now i'm doing 50 missions in coldharbour. Where do I go to complete the main quest or do I have to complete all of the coldharbour stuff? I went to the harborage and left outside to go up the daggerfall steps and no new mission or quest popped up as started. Help!
