Longer term, expect to see information about systems like a character customization shop so you can change your character's gender, appearance, name, etc., player housing, and other systems that we'll announce in the future. We'll have much more information about all of these as the year progresses.

I do hope however that that fact alone is enough for them to actually make it happen. Soon.
What many newer people may overlook is that a lot of us did our research and picked classes with soft cap as a consideration. Choosing a class with soft caps and choosing a class without soft caps most likely result in a different race, excluding those who choose for lore. This is creeping up on two years of patience. Once soft caps and game mechanics such as scaling heals off spell instead of weapon damage and a great many changes, the option to change race should have been provided. I remember when max magicka regen was 97 = 970 so Breton made more sense than high elf, just an example. Oh, well... just wait some more.
Every day without it is agony. I've wanted to change my Imperial's look for a long time.

They also mentioned it on ESO Live. It's not currently in the Q1 or Q2 plans which puts earliest release for the Barber Shop around July/August/September time but it may be even later.
