As I recall, there used to be some mechanic where chests that were over your level got increased difficulty. I still remember seeing Impossible difficulty chests on my level 10s when I was going to and from the shrines in Bangkorai and Reaper's March.
I don't know if that's still a mechanic, though. Or exactly how it works, if it is.

It was a system to stop low level farming back in the day. Once you past a certain level it no longer has that effect.
