Should Legerdemain be part of the Theives Guild skill tree?

That question has been on my mind for a few day now. They both add Passive buffs that's related to stealth and well thieving. But as I gave it more thought I would be confusing if players have the Thieves Guild skill line but not the DLC. Even so both skill lines are kinda one and the same.
