Just a quick question. Why do the "Elite" vendors in Cyrodiil still only sell v14 equipment?
Perhaps the vendor should be renamed "Obsolete Vendor" if it isn't fixed?

If you mean "would have bought the new dlc" instead of "farmed" the i agree...

Might actually not be the case, as the gear will be converted to a CP equivalent (current VR * 10).
So VR gear that requires you to be VR14 will require 140 CPs. Basically, their power wouldn't change at all, and they'd all be still irrelevant in most cases.
One can hope it would be nothing but a requirement, and all gear stats converted to a V1 equivalent, but it's not going to happen...PC EU - Zahraji of the Void, aka "Kitty", the fluffiest salmon genocider in town.
