A sweepstakes cannot require a purchase or a payment (with the exception of postage) as a requirement for entry. That's why there's a mail-in entry option. So yes, technically anyone from any eligible region can win the sweepstakes. Even people who don't play the game.
Don't take that as 'outsiders bad'. Take that as 'enter as many sweepstakes as you want because it only costs a stamp and a few moments of your time'.
