Anyone having issues with extremely low FPS like around 10 -15 FPS?

Since the Thieves Guild DLC, I been experience some weird FPS drops when I access any wayshrine. The only solution that I found that works is to switch to the desk top and then back into the game and then immediately the frame rate jumps back up to 60 FPS.

I permanently set ESO to High Priority, and I don't have the Intel CPU power saving mode enabled in the bios. I have a water cooler on my CPU, so I run it at full speed; my CPU and it's cores rarely go about 130 F while playing ESO.

I'm playing in at 1:00 - 4:00 am, in areas with no other players and I still get the same problem with all add-ons disabled.

I don't have this problem in other games such as GTA V, Fallout 4, and Witcher 3 etc.

Anyone else experiencing this? Or know why this is occurring?

    I have this sometimes already when I just login to the character selection screen - something with the initialization of the client is just messed up. But once I am in world and do not get the 10 fps thing (in which case I would have to either reload the game or even reboot my system to fix it) it is fine - if it is fine it stays that way, I do not get this by using wayshrines.

    I get it sometimes too. I log in, at character screen I can usually tell if it was a bad log in. If it lags there I will just restart the client and try again. Sometimes it does not fix and I do notice that even after I play and log out for a little bit to the character screen it will begin to lag. Not sure what the problem is but it seems like a lot of people get this problem.

    Which CPU and GPU do you have? Is this happening a lot outside of Hew's Bane or Cyrodiil?

    Just after I started this discussion, I loaded up Rise of the Tomb Raider (ROTTR) and got the same issue, but this time, I lost my sound too. Uninstalling and rediscovering the sound card fixed the sound issue, but ROTTR was still stuttering. Whenever I reboot Windows 10, my sound disappeared. Even though the sound was working after the reboot, none of my Creative Labs software would run because they could not detect the card. The device manager showed the card working perfectly? Moving the sound card to another PCI-E slot didn't fix the problem. So I decided to remove the card, and use the motherboard interrelated sound, and presto - all my game issues went away!

    I'm still not sure that this is the fix, but it might be that the sound card is going bad and screwing up the PCI-E bus.

    BTW, I sent back an Evga GeForce 980 TI because I was getting artifacts while playing ESO, but now I wondering if it was just the sound card. Before Evga would accept the RMA request, I did 40 hours of memory testing (I have 64 GB of ram), extensive testing of the CPU and SSD hard drive and checked power supply voltages and didn't find any issues. I really didn't think the sound card would be an issue.

    I'm crossing my fingers that this is it because, the only other option is to replace the motherboard.

    I'm on PS4 and the FPS drops are very real and very annoying.

    EDIT: It is exclusive to this new patch. Not an issue prior to Thieves Guild. Surely ZOS will fix this soon.....
