I love this idea so much. I never even bothered to learn how to tank or heal early on because I had no idea how and I was NOT about to go into a dungeon with a bunch of strangers & get yelled at for not knowing what I was doing. It would do so much good for players curious about doing other roles, or for those who want to make sure they are at least a little confident in their current role before trying to PUG a dungeon.
@ZOS_Finn And why not certify players as tanks, healers, or what have you. A major complaint for LFG users is that players do not select the correct role, either by ignorance or malice, when joining a queue. If you pass the healer or tank challenge, however remedial it may be, then you can select that badge in the LFG tool. A tutorial sure beats the current kickoff for the current Undaunted skill line (where the player need only walk in the front door of a tier one group dungeon).
Having said all this I appreciate that the voice talent provided for the Companions is probably no longer available. The idea is still sound, though, using whatever talent is available.
It's a great idea. I think this would be most easily incorporated by making it part of the Undaunted recruitment quest "One of the Undaunted". Change the requirements of that quest so that instead of just having to set foot inside the first zone's Group Dungeon by yourself (you don't even have to clear the dungeon to complete the quest), you are sent to an instanced dungeon with 3 NPCs.
Logically, these NPCs would be Turuk Redclaws, Mighty Mordra, and Kailstig the Axe, as they are the three recruiters. This would be a short instance introducing the group dungeon mechanics and would have you take on the role of tank, healer, ranged DPS and melee DPS in sequence. If you don't have the appropriate weapon/class skills, you would be temporarily given access to a resto staff and Grand Healing for the healer section, a mace/shield and Puncture for the tank section, a bow and Poison Arrow and/or a destro staff and Destructive Touch for the ranged DPS section (your choice of either or both), and a battle axe and Cleave and/or dual daggers and Twin Slashes for the melee DPS section (your choice of either or both). The three recruiters would take on the roles that you are currently not exploring so that the setup is always 1 tank, 1 healer, 2 DPS.
In line with the suggestion above, successful completion of this short tutorial quest would be required to unlock the Dungeon Finder. Additional characters on the same account would not need to complete the quest again, but could if they wanted to.

To help be clear with my PUG, I always ask if they need me to be a true tank or if it's cool that I stick w/my DPS setup and agro/taunt bosses when needed. If the group is decently experience v16's they are totally cool with DPS and pulling a boss when needed. Honestly it generally works out better that way. Group members have almost always been patient and helpful sharing tips on boss mechanics, what to do, what not to do, etc.
One thing I have noticed on this forum is that you do not hear tanks yelling at damage dealers to hit harder, stay out of AoE's, and take some blame onto themselves when things don't go as planned. Damage dealers can be giant divas at times. Tanking does involve skill and concentration. Resource management is not easy. Paying attention to all your buffs, self heals, keep up the taunt but have enough Stamina to dodge roll out of an AoE requires a good deal of concentration.
If find yourself always complaining about tanks then take it on yourself to become one! You might then realize why almost all tanks have to be hybrids. Who wants to spend the huge number of hours it takes to level up, gear up, etc. to have a toon capable of ONE THING. Your DPS toon can perform everywhere. A true tank can only perform its one role. So you are stuck with us hybrids.
If you want something done right better do it yourself.
