Technically, the FPS drop is a software issue, not a hardware issue, had it been a hardware issue, then it would have been your computer that had the problem, not the game.
My guess is that they have some memory leaks that are triggered under certain circumstances. Per example, I had a drop in FPS today from 80+ to 9 just as a Templar walked by, spamming some flashy abilities, so it might seem that the particle addition to the game causes the overall engine to leak. Though it might not be a memory leak, it might be bottlenecking, in terms of the CPU, GPU and RAM not operating on the same page and firing the same pistons under certain circumstances, which also might lead to these FPS drops.
I would suggest that as soon as you notice this problem, stand still and /bug in chat. Then write exactly what was going on at the moment of the FPS drop, and check of for a screenshot as well. This way, Zenimax can retrace the area where it happened and try to replicate the issue.

Not sure if you were a beta tester, but I was, and the game during beta was a lot worse than the game is today. The game isn't perfect but what game is anyway. It's not about perfection, but living with the imperfections that the game has and enjoy the good moments. If you can't find any good moments then perhaps this is the wrong game, maybe try Angry Birds?

Learn what a joke is nephew. I never said anything about not enjoying the game. Are some of your personal feelings bleeding through? I used to be a blind fan-boy like you . . . then I took a long beta test and more than two years of game-play in the knee. Perfection aside this game has a ridiculous amount of widespread and persistent issues. I expect a game with the Elder Scroll brand and a high end publisher behind it to not be held together with duct tape.
