Well when there was the crown store discount recently I bought 17000 crowns and got my camel to 60 speed and 20 stamina. Worth it.
This system is so crap. I HATE IT. We all do.
Be happy that you do not have to actually ride the horse for 20 hours to upgrade it - Archeage does it that way, mount levels are just achieved by actually using this individual mount - for each mount separated - ESO's method is gold compared to it.
Which is why there are three people active in Archeage these days. Nobody has time for BS systems.
This 50% off training thing really grinds my gears, especially when horse stats aren't account-wide. Most of the time, I don't even bother visiting a city (except to turn in a quest there).
Of course, that's not ZoS' fault I'm too lazy to pay up every day. Sometimes I feel I'm just wasting my money when it could go on more important things... like repair bills.
I don't really see the importance in training your mount. I didn't do a single bit of it until my veteran ranks and even then I just use my Lioness to get from point A to point B when I'm not fast traveling.
