How about an event added to Cyrodiil that when completed gave ONE player control of the wabbajack (for a limited amount of time)
So one player going around Cyrodill turning enemy players into harmless chickens, or as the wabbajack is prone to do... backfire! Oh no you turned a player into a troll.

As much fun as it would be, it would get ruined by the everyone gets a trophy, we all must be equal because mom told me life is fair crowd.
But, yeah, does sound fun. Just remember that I'm the guy who wants a full loot campaign though.
