Outlaw Motif, bugged?

On ESO Fashion someone posted a Rubedite Outlaw Sword, looks pretty sick but the comment on it says "level 36 tier and above uses the Dark Brotherhood Motif" so my question is, is this true? Is it NOT supposed to look like that?

Lyrebon✭✭✭At least the greatsword is right. Kind of weird that there's a big difference from dagger and greatsword to the sword. Had to craft it myself to be sure of it.0
