I still don't know how a shieldless magicka build would counter it. For these reasons my 'fix' has always just been to make it cheap to block, i.e cost little stamina to block to make it easier to deal with spam.

Weird, I was always able to tank one overload spammer with shields fairly easily in 1.6. The only problem I have with it is pretty much the same as with any hard hitting spammable skills, they cost disproportionally less resources than defensive actions to deal with them. Aside from shields and reflects, wich apart from Hardened Ward don't work against many attacks, and are also very limited in their effect, thus not enough for an outnumbered fight.
I think its boarder line OP in PVP and PVE. Up there with WB and Ambush/Lotus Fan/Surprise Attack. Its not fun to use, Clunky and really limits what you can do as you can't weapon swap and have 1 bar. Bolts travel slow and can be seen a mile away. Mostly just good for PVE. non overload sorc vs overload sorc in pvp the non overload sorc should win with normal rotation because of CC abilities and options to heal easily.
WB is easy to counter but the broken cc and insane range on it is clearly overpowered lol. Noob Alert saying WB is OP pheww... WB is the easiest thing to counter. I can't remember the last time I was hit by one. Was it 3 months ago or 5?

you either consider the class balance as a whole, or forget about it.
in case OP didn't know, ZOS runs statistics, what is OP, what is not, they have data to show it. Guess why BOL and FH got nerfed while overload didn't?
