Hey,
this is a shield u get in imperial prison as a reward if u finish it.
my question is:
If my character is vr16, but I'm doing this on vr1, will the quest reward be my lvl or the lvl of the dungeon? (so, v16 (my level) or vr 1 (dungeon level))?

This is how some people end up with v16 quest rewards from normal dungeons. This is correct. but the reward scales at the time you speak to the npc for handing in the quest.
For example, you may finish the Fighters Guild questline at v1, and when you see the v1 Prismatic weapon (reward) and gold you will get from completion, simply don't finish the conversation.
You may then return to that npc when you are v16 and he will give you a v16 Prismatic weapon at that time.0
