DurzoBlint13✭✭✭✭you can thank all of the people that came on the forums and QQ that they have to spend too much time redoing toons when they "forced" us to respec in the past. When they make balance changes it only makes sense that they give us a free chance to take advantage of all the changes. But now the whiners win again and everyone has to pay large amounts of gold to respec all of their toons just to be able to function with of the re-balancing they have done
Also, ZOS did tell us on the forums several times that there would be no respec with TG.0 -

istateres✭✭✭✭This is why we can have nice things apparently people complained last time they respeced everyone so once again they pandered to the loudest forum complainers. At least at this rate well get a free Respec next DLC.
All that means is that a Respec should NOT be forced. They can still drop the price to 1 gold (which they have in the past) to allow those who WANT a respect to get one. This is a money grab by ZOS.1 -
