That's not how it works. For instance I work at a video game store (not gamestop) and we are running a sale on consoles. If someone buys a console a day before the sale starts and comes back to learn that we are all of a sudden having a sale then they are sadly out of luck. If exceptions are made then more people will want the same treatment and then you wind up losing money.

there's an option to ask for a refund on support. at this point i just asked for some compensation, a few more crowns maybe, but if i don't get any positive answer i'll prefer to get a refund and forget the DLC. it's turning all ESO slow anyway...

The 14-day "cooling off" period does not apply, among others, to:
plane and train tickets, as well as concert tickets, hotel bookings, car rental reservations and catering services for specific dates
goods and drinks delivered to you by regular delivery – for example delivery by a milkman.
goods made to order or clearly personalised – such as a tailor-made suit
sealed data carriers, such as DVDs, which you have unsealed upon receipt.
online digital content, if you have started downloading or streaming it
goods bought from a private individual rather than a company
urgent repairs and maintenance contracts – if you call a plumber to repair a leaking shower, you can't cancel the work once you have agreed on the price of the service.
And when you actually go to the store to buy the crown pack, there's a bit of text you agree to that says:By purchasing Crowns, you are receiving a license to use or obtain certain features of The Elder Scrolls® Online: Tamriel Unlimited™ under the terms and conditions of the game and service.
This is specifically in there so that the exemption to the EU 14-day cooling off law applies. When you purchase crowns (which are considered online digital content - as spelled out explicitly in the Terms and Conditions) you are agreeing that they have been immediately provided to you, so under the EU laws they count as having already been downloaded by you, and are exempt from the return law. This is the exact same thing that Steam does in order to comply with the EU law without having to ever give refunds on any digital content unless they decide to do so as a one-off.If you are purchasing Crowns, by clicking "I agree" on the Payment and Review page, you agree that we are providing you immediate access to the digital content so your purchase is final.

That's actually BS because do you only compensate the people who bought the day before? What about the ones who bought the day before that? Or the day before that? Eventually you get to the point where you have to compensate everyone who ever bought crowns when they weren't on sale. If they start down that road, then they're better off never having any sales on crowns, so that's what will happen. Heh in europe you can return the product in 14 days no questions asked... :-) EA used to tell you that in the mail they sent after you got a subscription... if it worked for a sub it should work for crowns too. Unless they are very greedy and just want to keep the money knowing you won`t actually bother to press charges.
Only did it once when they had a 30% discount for most of the PC parts i purchased like 2-3 days before, no holiday just a "5 years since we opened" thing. Did not need to return anything they just gave me the discount as store credit(they told me cash was fine too).
So my point is it depends where you live.
That said you can get ESO+ 60 day keys for 10-12 EUR and they come with 3000 crowns too since its a 2 month sub. Not sure if links are allowed or the rules so won`t post but you can google it. In every MMO i played its cheaper from 3rd party sites... every one.
I have to agree with others regarding the no benefit for those who just purchased them.
I have purchased a game on Steam before only to have it be 90% off the next day, it sucks, you feel the gut punch. However that's life. You either get something you want at the price you're willing to pay (max price in these cases) or you wait and hope for a sale.
But what do I know, apparently I'm too young to understand such things.

I know it hasn't been announced yet, because of the login failure issue. So, I'd go out on a limb and say, the clock on the sale probably won't actually start until that issue is resolved, and they announce the sale formally.
That said, if the login issue is something that persists, they might end the promotion, and then give you guys some kind of compensation once you've got access again.

You could make that argument, but it hasn't been successfully done so far. So far the consensus has been that if a cash shop currency can be traded or exchanged for anything in the real world then real world currency laws can be applied to it. To be fair, there might be a novel argument that, in spite of what the ToS dictate, cash shop currencies are not, in and of themselves, a "streamed or downloaded" product. Since it's simply a credit applied to your account, and not actually downloaded to your system, like a game, film, or other piece of digital media. But, you'd burn way more money testing that, then you'd get back.
