VSync capping the FPS at 60 ?

So, today I got this new monitor that let me get 144 FPS. I was in Orsinium, getting 70-80 FPS, but noticed a little bit of tearing. So I activated the VSync. Right after, my FPS got to 60 FPS and never moved from there. Is VSync supposed to cap your FPS at 60 ?

    Is your desktop refresh rate set to 144Hz?

    By default, it'll be set to 60Hz. VSync will use whatever your desktop refresh rate is set to.

    The control panel, as well as my monitor OSD, tells me I'm at 144hz . Am I misssing something ?

    Yup, I was missing something. Problem solved, got up to 94 FPS with VSync. Thanks @SirAndy, your post made me search at the right place.
