When I saw that Jen had got it working with Wine-1.9.4 I thought I'd go ahead and give that a shot. I went on and deleted my Wine-Staging 1.9.3-1 from the system and compiled 1.9.4 from source because I couldn't find it in any Fedora repository at the time.
Made a new 32-bit prefix with my new 1.9.4 installation and then copied over the installed files from the old prefix. And when I launched the Bethesda.net_Launcher.exe I found myself with a new problem. The patcher had an infinite "Loading..." thing going on.
So next I went ahead and launched eso.exe itself just to see if I can at least log in again. It worked! I was prompted with a security warning that I was using an unknown device and was prompted for a code that was e-mailed. I entered the code and hit "Play" and was in game again.
I logged out, deleted my "Launcher" directory, and re-launched ESO_Install.exe with "install Directx" unchecked and "Install vcrun2010" checked.
Still had the problem with the infinite loading screen with the Launcher. So finally I launched control.exe from the system32 folder and imported the Thawte certificate in the new prefix which I had forgotten to do and now everything is back to pre patch 2.2.11 state.
I'm not sure if the problem was in Wine Staging or Wine version 1.9.3-1 but with Wine-devel 1.9.4 everything is working again.
