People have as much AP as they currently do because they didn't upgrade the gear to V16 in the first place. Upgrade it and let it run its course. Everything will even out after a couple weeks.
Also, people had millions of AP even when the gear sets were max level. I don't see how that's an actual argument.

Aaaaaaaaaaaaand because most ap farmers with millions and millions of APs will never siege except to flag a keep if it's taking too long for curious pugs to check a contested ressource so they can keep farming them.
My personnal thoughts : When we finally get arenas and battlegrounds in 1year or so, they should add rating to the game and let you buy specific sets of gear every 2 months or so with higher stats on them depending of your rating achieved in rated bgs / arenas.
False dilemma presented by the OP.
The reason we have millions of AP is because there is nothing to spend it on. There is nothing to spend it on b/c the AP vendors weren't updated to v16. Not much else needs to be said.

I would like v16 crafting mats to be available via AP purchase. Or for the Tel Var merchants to accept AP on all goods.

Keep AP flow as a continuous rank leveler, but abolish the currency aspect of it. Whenever I 'earn' AP, I should receive some gold automatically, to my account. If I kill an enemy player, that would give me 800AP to my rank, I will automatically receive a balanced conversion rate of 800AP to gold.

I got to 1 million APs recently but have always been sitting around 500k. I'm 4grades away from rank 50. Why? Not because I sell APs, because I focus on objectives 95% of my playtime and use a ton of sieges, like everybody should do instead of complaining that there is nothing to buy.
This doesn't surprise me though. The amount of times I've been following the transit lines and arriving to the front lines objective, seeing 40 EP pugs walking around with one guy sieging with a fire balista.. countless! We're getting better lately though.
Or the amount of times I've seen EP/AD/DC groups farming a strategic location for hours instead of sieging is also countless. Each his own. You wanna focus on straight killing? Sure. In the meantime, the rest of the people will focus on objectives and will use sieges accordingly and will sit on 1million AP or so. Not millions and millions.. that's ridiculous.
