Sprint Speed changes

With the update on the PTS, sprint speed is getting boosted to 40% while major Expedition is dropping to 30%
I am wondering if the increased sprint speed is calculated as a increased base sprint speed, effectively making percentage increases to sprint speed more effective? (Steed stone, Orc passive.)
Can anyone confirm please?

✭✭if i remember correctly they do, main reason for this change was to buff well fitted in pvp situations as cheaper sprint means more ground covered and more resources left when reaching your destinationPLEASE REPLY TO ME WITH @dsalter otherwise i'm likely to miss the reply if its not my own thread
