Questions about Thieves Trove Loot

I've been playing around with these a bit and forgive me is some of this stuff is in Patch notes.
1. Why have crafting table sets show up in Troves, doesn't that negate part of the purpose of a crafting table ?
2. Will folks who do not buy Thieves Guild be able to see the Troves?
3. Are items found suppose to level to your character up to the limit of the zone?
Possible Bugs:
This item maxes out at level 50, shouldn't it be VR10 since it is a VR13 zone? (found in Upper Craglorn)

Makes sense but what got my attention was more the amount of Stamina it restores, It seems rather low to me for this zone.
That does bring up an interesting question for another thread, how will they scale potions and food once VR goes away?

It is still inferior to what you can craft. A crafted potion with the same effect can have for example immovable on top of what's shown in the picture.0 -

Good point it does seem very low compared to other potions.
