I can think of many ways to be a tank in this game class/weapons/builds, not to mention all the ways to dps. So why the crap r heals in this game so dang limited to 1 class mainly. and 1 type of heals being the resto staff skill line.

Wrobel made a good point during ESO Live. When a player is creating a character for the first time, they are probably not sure what classes are good for what roles. They can make some assumptions, but they might not even know what roles they want to play.
So, they have a design goal such that the player is not locked out of roles they may be interested in. This is why the classes seem like they overlap a lot. They do.
Still, they do not want homogeneous classes. There has to be a difference. It appears that the design idea for keeping it this way is how a class performs and what options the class has for a role. They are OK with situations where build decisions may be more or less effective in a role. Players can do the role with a build, but they might not be the best at doing that role with that particular build.
So, Templars are, and will continue to be, the go-to class for healing, but they should also be able to tank and do damage. Meanwhile, the other classes can do some healing and are not locked out of the role of healing.
This is a very fine line to walk, if you ask me.
