They may not have implemented her into the PTS to prevent spoilers. There were warnings at the end of the recent DLC that some daedra lords were planning something after Molag Bal.

I think she's a development casualty, along with the Violet Lodge. Without the Violet Lodge, there are no connections to Nocturnal.

Has anyone checked out those mysterious unused compounds to see if anything has changed? Not saying that they would for this DLC, but you never know.

This was the content that they were created for originally; another casualty of the Violet Lodge. If they're not used in the DLC quests and are still there, I guess they have a new, undefined, purpose in the future now?
