kirk_lewis_ESO✭✭✭Dragon mounts would be problematic on a technical level. If you swim out too far, slaughter would eat you. What would kill flying mounts? The game has all these mechanics that act as walls and i don't see how any flying mount would work. Though i can see a achievement called " Pelican death" after being eaten by sea-birds. We have daedric titans though...
And I sometimes think it would be neat to have an "NPC faction" in cyrodil, daedric siege gropus that occasionally pop up and conquer keeps in the name of Molag Bal and the Worm Cult... of course, that's be a completely different can of worms...0 -

At this time period, the ones who were still alive were hiding so well everyone thinks all dragons are long dead and gone. So while there may be an occasional sighting somewhere, it'd be the tamriel equivalent of our current day crackpot "UFO-sightings" or "Elvis-spottings" (and like with these, most will turn out to be some case of mistaken identity, only in tamriel its not weather baloons or reenactors, but daedric titans...)
As for the Deadric Titans while we're at it...
There never should be flying mounts. Too big a can of worms.
How-ever...
...there -could- be some mega-impressive mounts coming someday. Much like the Nightmare, but... more so. Including one shaped in the deepest, darkest pits of coldharbour for dremora generals to ride into battle.

...and there could be floating mounts. Not flying, just floating. Floating carpets. Floating Brooms. Floating ayleid driftdisks.
It all depends on what ZOS feels will sell well without vexing too many of the lorelovers who came to ESO for the lore, and will stay for the lore, instead of the flippant gamechasers who often are the loudest voices for "cool stuff" but will inevitably wander off as soon as some other game strikes their fancy...2 -
